Unruly Passenger – Whose Responsibility?
ICAO defines an unruly passenger as: “a passenger who fails to respect the rules of conduct at an airport or on board an aircraft or to follow the instructions of the airport staff or crew members and thereby disturbs the good order and discipline at an airport or on board the aircraft”.

Fixed Base Operators
The term Fixed Base Operator (FBO) is given to a commercial enterprise that has been granted the right by an airport authority to operate on that airport and provide aviation services, such as fuel, parking and hangar space, to the General Aviation (GA) community. At a smaller airports, or ones located near a remote or small community, it is often the town or the airport authority which provides basic FBO services such as provision of fuel and parking. However, at larger airports serving major cities, there are often several privately owned Fixed Base Operators in competition for the business of both permanently based and transient general aviation aircraft.

Flight cancellations are low probability events, and are inherently difficult to predict. However, when flight cancellations do occur, the impact is substantial.

Universally, a flight is considered to be delayed when it is 15 minutes later than its scheduled time. A cancellation occurs when the airline does not operate the flight at all for a certain reason.
