Explaination: Except when necessary for take-off and landing, or where specially authorised by the appropriate ATS authority, an IFR flight shall be flown at a level which is not below the minimum flight altitude established by the State whose territory is being overflown, or where no such minimum altitude is specified: a. Over high terrain or mountainous areas (not defined further), the minimum level must be at least 600m (2 000 ft) above the highest obstacle located within 8 km (5 nm) of the estimated position of the aircraft; b. In areas other than in a) above, minimum level is to be 300 m (1 000 ft) above the highest obstacle within 8 km (5 nm) of the estimated position of the aircraft.
